Yes but you have to go through the process like everyone else who has permanent residency. This includes time spent in Ecuador and language test.

The new immigration law can make such resident application risky, as now you get only 2 year temp visa. During the 2 years the immigration law can change again and the requirements also can change, before you get permanent residency visa
