This old thread may add some insight. It sounds like yes, but I would still bring my U.S. passport.

It does sound like the cedula would be sufficient, but traveling to Brazil on a USA passport requires a visa, sometimes a long wait as you need one to enter Brazil. A few cruise lines no longer stop in Brazil because of the problems with obtaining a tourist visa for USA passengers.
Thanks, we called the embassy and they told us he needs a visa. He applied today and will be ready next week. Thank you all !!

Hi, can you expound a little on what the embassy (U.S. ?) told you. Did they say you could not travel to Brazil with an Ecuadorian cedula for a particular reason? Would it be different if you were traveling to say Peru?
