Visa for Dependent Mother

Hi I'm working in software company in India and I'm coming to Belgium on work permit this June and want to bring my widowed mother with me(I'm the only son)
Below are my questions
    a) If my mom comes on tourist visa, is it for sure she will get 90 days validity.
    b) What are the possibilities of getting multiple entry visa ( I heard multiple visa entry is provided based on previous regular visits)
    c) Can I apply for long term D visa for her
    d)  Is there any possibility that she arrives on tourist visa and after arrival she can apply for visa change (family reunion or any other type of visa)
   
Also is it advisable to apply visa for mom after a month from my arrival or can I just start process visa along with me please advice
I'm very much confused and worried, please provide suggestions thanks in advance.

a) 90 days is the max duration of short stay (tourism or family/friends visit) visa. Getting a full 90 days Schengen visa for a mother in law is not difficult. Normally they are approved, if you have enough documentation to prove you (sponsor) or the traveler has enough means to support the stay and expenses for the full duration of visit, and the visitor will go back to the home country after the short stay visa duration.

b) After staying here on short term visa, she must go back to India (home country - which she holds the passport of) to apply for another visa to make another visit to EU. I have heard there is a cooling off period between two visits. (As per Schengen visa code, the definition of “short stay” is a stay of "90 days in any 180 days period".  This  means  that  the total duration  of  stay  is  of  maximum  90  days,  in  any period of 180 days. As per this definition, once a person completes 90 days stay, he/she must wait another 90 days to make a new application. I may not have understood it correctly. You may check with VFS (http://vfs-be-in.com) for more info, or read DOFI website. It is not possible to have 10 year or so multiple entry short stay visa (like the B1/B2 in the US).

c) In my knowledge, family reunion is limited only to spouse and children for non-EU citizens. So, my answer is No.

d) No. This is not possible.

You cannot apply together. Well, technically you can, but your mother's visa application must be a tourist visa. You can apply for a family visit only after you arrive here. Once you arrive here, if you  have to invite her for a short stay, you must show at least 3 months of stable income (salary, bank statements, etc) and that is also the time you need to get your residence permit, etc sorted out here in Belgium.

Is it advisable to maintain good balance in my mother's bank account(say some 2 lakhs INR) and some fixed deposits
- please note till now her account is in very low profile I'm about to transfer amount and open FD

From now I have three months time to apply visa for her will the bank balance and FD provides weightage for 90 day tourist visa/multiple entry visa.

Anyhow I will be sponsor for her only my bank balance matters.

Also is it okay if i book a return ticket for her say some 80th day from date of arrival.

- Incorrect. The consulate must be convinced that the visitor will go back to his/her come country after the short stay for which you are asking a visa. For this purpose proof of bank balance or any assets (land, house) in home country is helpful.
