Hello, I can say on behalf of persons I've met. Moving to Kazakhstan, to the biggest city, with population ~1,6 million citizens, requires:
Visa/Work Permit service companies.
Real estate agencies services.
City tour services.
There are many web sites in Google search list. The firms' representatives can communicate on basic english level.
I recommend, to do preparation work (comparing quotes, gathering information) as the first step to move in to Kazakhstan.
