We are living in Germany at the moment but our family is going to move to Caguas, Puerto Rico soon.
We would like to send our children (15 and 8 years old) to a bilingual school.
We have had a look at the private ones but are there also any PUBLIC bilingual schools that you could recommend? Or one with a decent English program?

Do not send your children to any public school. They are sub-standard and unacceptable: Nothing like the public schools in Germany.
