Umrah on Visit visa

I have been told (by my HR) that its against the Saudi law to take/send anyone for Umrah on a visitor visa issued from Riyadh. Yet, every other person I know has driven their relatives for a pilgrimage without being stopped. The consequence of the later happening is not very good though. Any experiences?

The laws says that yes an Umrah Visa is required and a visitor visa will not suffice.

However no one has ever stopped me when I am travelling (so dont know how they would know if someone has a visa / iqama)

The only times they check is Hajj season.

Nothing is illegal if more people allowed to do; however until nobody catches, you are a king, but there is always a chance that you will be caught if u r not lucky.
