It all depends of the area. Like in any big city there are areas in greater San Juan where you don't wanna go.
Most crime is drugs related. The tourist areas generally are safe.

Nice and cheap in one sentence doesn't happen a lot. It's either nice and expensive or not so nice and cheap.
In the city prices start at around $250 for a small (tiny) studio in the student area. A two room apartment will start at 500, 600 bucks per month.
Close to the beaches you'll have a hard time finding an apartment under $800.
Out in the country you can rent a 3 bedroom house starting at $500, but then you're far away from everything.
