Second hand or new?? New and pretty much cheapest are KTM DUKE 390 but that does not fill requirements of 500cc.
"Best" options aka cheapest are Kawasaki er6n, versys or Z800. Second hand z800 goes around 200-220tr

For heavy motorbike, we need a special license right? I mean, we need to register to a club, etc.. right?
I got a license but last time I've checked we need to do quite some stuff.
Anyone can confirm/detail?

You need A2 license anything over 175cc and you don't need to belong to any club.
