I'm from Philippines I would like to ask informations about tourist visa,I want to visit a friend on texas.

I do not see a problem here.
You need to go to the US Embassy in the Philippines and apply for one.
However, you may have to prove them that you will be back after your vacation in the USA.
Perhaps your friends or relatives can help you in Texas
