Having lived almost 10 years abroad (UK and Australia) I have just relocated to Fortaleza.
Being originally from Rio de Janeiro, I don't know anyone around here!

I have been a few years in UK too before moving in Fortaleza.
If you want to meet people, a good start could be to join some language groups on Facebook like "Clube Poliglota Fortaleza" or "English Speaking Club Fortaleza". They meet each week. People from all ages, a few expats (I went sometimes to maintain my english) and it is free. Then you will be able to show off your english skills...
