Looks like you need a business consultant. Basically it depends on what your strenghts/experience are and how much muney you would like to invest.
The last 5-10 years Bulgaria is an outsourcing centre for different sevices, IT sector is quite well developed, several production based industries too, transport also.
On the other hand, this is a good place to enter the EU market - especially with the low corporate tax - just 10%.
Export from Bulgaria is also possible, but for limited goods. Tourism is well developed, but hard to enter/exit.

By that logic every small business in Bulgaria is running at a loss. Many people I know went from rags to millionaires in 10 years or less. Just requires a different skill set and mentality.
