Edited to add: I asked my wifes niece, who is a 3rd year pharmacy student at one of the Uni's in Saigon, her response: 'You should be able to get it from any hardware shop".
I also asked her where I could get something for clearing my homemade wine, e.g. gelatine. "Oh any grocers" she said.
Yeah, right.

If someone wants to use it as an insecticide, the problem with the boric acid that you might find in the soap section of the supermarket is that the particle size is too large. Not sure about the hardware shop.
