In terms of safety, what i feel is entire Kuwait is safe.
Now for accommodation if your work place is salmia, so you should try to find something in salmia only. one of the best place to live and most important thing is that, living in salmia will make you feel like its your country. (Salmia is 90% like Indian urban cities 
)
