I prefer Bogota 
But if I have more chance In another place why not

My budget is 100000 USA dollar
Can i open a business with this money?

You should not disclose your budget. This is the best way to attract thieves.
The amount of money needed depends of course of the kind of business you want to open.
Don't forget you'll need to live meanwhile your business is getting into speed. Think about 1,000 to 1,500 dollars per month to live decently (but with no luxuries).
