i am software engineer, 9 years of exp, working in india, i got an offer to work in king fahad university as an contract employee,with monthly salary as SYR 13000,includes all my housing and transport allowance , can you please tell me this is good or less package and how about the house rent and cost of living in dhahran or dammam.

Brother 13000 riyals is very very excellent salary
And here is flat for single person u can find 10000 sar yearly and if u r coming with family then the flat rent is 20000 riyals and if u spend a lot of money in a month u will spend 5000 riyals ....that's very nice offer

Well you can negotiate for revising the offer. as per your experience you can demand more !

as per your experience and your core Subject (BI & DW) you have can ask for 3 to 5 thousand SR more 18K if not then 16K as an Package !
Even though you can survive and save some money if you live with your family in 13K.
But do Negotiate as it is the first thing which they offered you i think.
also check ones your with salary calculator on payscale website.
