The short answer is NO, you need a visa even to visit Canada. You cannot study in Canada without a Student Visa either.
You can apply for visas through the webpage of Citizenship and Immigration Canada
Generally speaking a student visa will require a letter of confirmation that you are enrolled in a course which qualifies for a visa, and you should be prepared to provide documents proving your ability to support yourself during your stay in Canada. You will also be required to attend a personal interview at the Consulate-General of Canada in your country before a visa is issued.
