Find below a (own) translation of my comment on french forum.

Grand Bassam (usually called Bassam) is a seaside and resort city for Abidjan people to spend the week-end near the sea in one of the many hotels with or witout swimming pools. So, mainly for beach activities but unfortunatly to swim is very dangerous and some drownings occur.
So, for expat', it's a nice place to enjoy a pleasant environment, to rest, to play in a swimming pool, share a good beer or eat different types of fishes (for instance barracuda)... to spend a night is very pleasant too (it's very calm after Abidjan fever)... and profit to run on the beach in the morning...
You can find good restaurants near the laguna too.
Unfortunatly, rare nautical actvities for the previous reasons...
In addition, you can visit the "Quartier France", historical city (classified UNESCO World Heritage in 2012) even if many colonial houses are very spoiled (a guide can be found asking local people). A clothes and tradition museum is open except on Sunday, with a ceramic center and artisanal centers in this area.
Many small but rich african artisanal wooden shops are also located along the road to Abidjan.
Some night clubs, small local bars ("maquis") and lively markets in the center of the city
