Hi, My self from India, kerala, Trivandrum. I need some guidelines to get work visa to belgium.My spouse is working there..Please guide me how to move forward.

If your wife works here, you can come here as her dependent, then study the local job market and apply to the positions that matches your skillset.

Also please note that HR jobs in local firms may require proficiency in local languages (FR or NL as applicable)..
