After one year of marriage no visa

I am married to Swiss since June 14th, 2015. My husband is 64-year-old and I of 41. We got married after he(it) arrived 3 times to Cameroon. He(it) crossed(spent) at first one week, then 2 and after 3 months with me. We refused me the visa under the pretext do we have to make? E that it would be the marriage arranged(settled) because of the difference in age and also that we did not enough live together. We made an appeal(recourse) because he wanted to settle down in Cameroon but we refused to extend him visa to the Cameroonian police of the borders. please how much lasts an appeal(recourse)? And if the answer is always negative that let us have to make to be together?

Hi its very strict whwn it comes to age difference coz they think its a marriage arragement to marry a foriegner specially we are filipino always have a bad record whwn it comes marrying and be with the foriegner even we are married they asked always the proof of relationship how strong it was.
