Renewal visa - is it true that one cannot renew visa as from jan2015?? - Vietnam forum

Hi everyone
I heard the news from immigration office that we coundnt renewal visa for the person is permitted to vietnam effectively from Jan 2015,is that true?
I have some guests with indian nationality,they come to vietnam for supporting /working our project for a short time ,their visa is 3mths multiple but expiry date in the end of Jan thats why i wanna help them renewal visa with 3 mths next
Who anyone here is expert on it?pls give me advice

The Law says"

Article 9. Visa duration
1.
2.
.....
7. When a visa is expired, its re-issuance shall be considered. (Thị thực hết hạn, được xem xét cấp thị thực mới.)

Are you misunderstand with another regulation said a visa's purpose must not be changed?
