How do I recruit from abroad?

I am very sorry if this is an inappropriate post.

I am helping to recruitment for a Finance Manager in Drugyal, for a group of companies that is partnered with my company here in Canada.  As I am not from Bhutan - how can I advertise the vacancy to reach the best audience?  I am in the middle of posting on Bhutan Jobs but have to get a Bhutanese phone number first.
