Does anyone know if their are shutting down most of the polluting factories around Beijing this week? Im currently in the US now, and noticed a much slower responce when trying to communicate with various factories around Beijing.

Yes.
They have closed many factories, introduce a day yes day no drive rule, and many civil servants are on holiday because of the APEC summit.
