Price Quality Tailor

I will be moving to Saigon for a 3 year expat assignment end of December.
As I will travel very light, I will need to have a some new shirts and suits made.

Some questions:
- Is it better to buy fabric first and then take that fabric to a tailor? Better meaning cheaper, more choice or better quality?
- If yes, what is the best place to buy fabric? I've read something about 'Soai Kinh Lam' and 'Tan Dinh' markets.
- What tailors are recommended? I'm looking for good quality business suits and shirts, but obviously in balance with the price. Many conflicting messages on the web....
- I was told cobblers also make custom made shoes. Anybody good address or tip?
