Hello friend,
current position in my company her in Saudi Arabia is in engineer but my iqama is not engineer due to I'm not engineering graduate. but i am a 4 years course graduated as Bachelor of Science industrial Technology. and also
i worked in the Philippines as Engineer for 10 yrs.
A 4 year course graduate can apply in the saudi council?

The best solution is to contact the Saudi Council of Engineers in Saudi, it is a bureaucratic department and they have a list of " equivalence" ( meaning equivalent to an engineering degree) qualifications. The duration of your course 3 or 4 years is immaterial.
My experience in the UK is ( Chartered Institute of Engineers) that they guard their name furiously and do not let "others" e.g Scientists, Technologists, Architects become its member easily.

respected Saudi council for engineering they not well come expats mostly so it is heard to registered there only if u r working in a femouse multinational only
