I'm intending to bring my notebook with me and have some specific progrms cd that i may need, as for the movie dvd's i know some great store in dist 1 but their range is limited, has any one had problems brining these in

Always best to leave original CD's at home. Customs guys occasionally seek bribes when you try to take them out.
As for movies, I simply download them (I have Fibre Optic HS service).

Just keep it in your check-in baggage if you have one. Otherwise better make a duplicate and keep the original at home as Jaitch suggested if it is costly 
I think almost every software (pirated) and DVD movies you can buy from here especially from Bui Thi Xuan street, Q.1 with a cheap price! (Yeah, below 20.000 VND)
