As a foreigner you can't buy real-estate unless it is under the IRS/RES scheme and this question has come up very often. Pl do a search and read the guide

Yes you can buy in mauritius only in R E S (Real state shema)
According the laws of MAURITIUS , you have to investe about 500 000 us dolars ,
to obtain a resident permit for your family in MAURITIUS.
