Unless you live in a very large house BD 30 cap for water and electricity is enough and rarely goes over. Yes it is the norm. Some landlords give BD 25.
BD20 - 30 is normal. Mine is more like BD400 in the summer with the AC running but our villa is stupidly large. Our first villa was all inclusive to a max of BD50 a month and we were never asked to pay extra. That was a 4 bed villa on a small compound.
Make sure to add in your contract the diplomatic clause - if you lose your job you can walk away giving one months notice.
Also put a 5% cap on landlord increasing rent each year.
Both of these will protect you more. Also if your lease is 2 year, make sure that it states you can leave after one year (giving a months notice)

BD30 seems reasonable. But try to see if you can get this annualized. BD30 x 12. The reason is because utility bills are very low in the cold winter months and a high in the warm summer months. So you may end up paying "excess" charges in summer, and have a huge "deficit" in your allowable usage in winter.
