You mean the international car auction on Dammam highway? Is if open for non Saudi?

As per my personal experience, never go for used caruntil unless you have very well experience to examine the car. They are fraudster people I have ever seen.
Few months' back I brought a car from the Shifa area and it is really a piece of shit beside the fact that the owner and the people around him were claiming that

1.    It is accident free
2.    In original colour
3.    Maizar (Showrooms) were offering me more than you but I do not want to sell them as they will make more money form it 
4.    Today market is down otherwise its price will be 5,000 more than this

The car owner was looking a nice guy and my fault is that I trust on him. In fact the car is
1.    Meet a huge accident
2.    All painted
3.    Lot of other problems
4.    No one is willing to buy it 10,000 less than the price I paid for it

I was wondering, is this offense is legally punishable; after all it is an Islamic state!

There is a market on Dirab Road, its huge. i  have gone there couple of times.
the prices will be extremely good esp when compared to expatriates. They will allow you to do a computer check (200SR fee you need to pay). Computer check will tell you about engine and mechanical specialist there will let you know about problem with chasis, color, major accidents, repairs and potential expeditres you will be facing immediately after you purchase the car.

But you need to have some basic sense. About the price idea, you can get Nisan Sunny 2010 Model 125,000 kms, Fully automatic for SR 18,000..
