SCE Registration

I have a Diploma in Building and Civil Engineering from the University of Sri Lanka in 1971. Also a Graduate of the City & Guilds London since 2007. I am a Corporate Member of the Institution of  Incorporated Engineers, Sri Lanka since 2004. Having all these qualifications SCE refuse to accept them. All certificates were endorsed by Ministry of Foreign Affairs , Sri Lanka and attested by  the Saudi Embassy in Sri Lanka. Please advise how I could get SCE Accreditation.
