Belgian Drivers License Validity

I was cited in the USA while on vacation there for driving without a license, as the officer who stopped me did not think the paper Belgian license was real, just something I whipped up on a copier. It was issued in 1982, and replaced in 1988. I was told that the new license which was introduced as of 13 January 2013, was not mandatory for those holding the old paper licenses for a period of at least five years. Can this be verified? Although the American Constitution says 'innocent until proven guilty', that is apparently not the case in the Socialist Republic of Moonbeam, Callifornia. I must prove to them that I was not driving without a llcense, or pay a huge fine. Help!
