I recommend that you first visit the upper city, and then the new Zagreb

The rest depends on your preferences. You can visit botanical garden or the park Maksimir, or shopping centers. At a kiosk (news stand) you can buy a  map of the city, all the streets and lines of buses and trams are marked so that everyone can make a plan of sightseeing without guide.
