I totally agree with you. knowing the local language helps a lot if you want to settle in anew culture, otherwise if you don't know the local language and you have all the knowledge and skills, it would not help you a lot. when i first moved to Scotland, i could hardly understand the dialect, so even mixing with the locals was mind-boggling. I had to enroll in the local colleges to get a good hang of the accent and that has helped a lot. my son was born in Scotland and he speaks Scottish, and many a times he has said i need to learn to speak in Scottish because that's the language spoken.

This is great advice.   I have been an expat for 20 years in 5 different countries.  No matter where you go locals at least expect an effort from you to talk to them in their language.  I am currently in Thailand and often raise laughs from my local employees for mispronouncing something but I still gets lots of efforts points from them for at least trying.
