Hi guys,
I have done a lot of research about this, but two questions still remain unanswered.
I am an American citizen currently residing in Bahrain. My fiancee is Russian. We're both Muslims, and we'd like to have a religious marriage at the ministry of justice.
My questions are: Does my fiancee need a CPR card too if we want to get married? Does she need to meet a residency requirement? I know I do.

Congratulations! When my husband and were married a few years ago, I needed a CPR card. But get this... they wouldn't issue me one because we weren't married! From office to office we went, until someone finally had mercy on us. Someone decided to break the circle, and married us without me having a card. Have fun! I sure hope they fixed this circle for you two.
