Marriage between 2 foreigners, one of whom is living in Bahrain)

Hi guys,
I have done a lot of research about this, but two questions still remain unanswered.
I am an American citizen currently residing in Bahrain.  My fiancee is Russian.  We're both Muslims,  and we'd like to have a religious marriage at the ministry of justice.
My questions are: Does my fiancee need a CPR card too if we want to get married?  Does she need to meet a residency requirement?  I know I do.

Congratulations! When my husband and were married a few years ago, I needed a CPR card. But get this... they wouldn't issue me one because we weren't married! :) From office to office we went, until someone finally had mercy on us. Someone decided to break the circle, and married us without me having a card. Have fun! I sure hope they fixed this circle for you two. :)
