What are the formalities to obtain a birth certificate?

What is the procedure to follow if both parents are of the same nationality or for a mixed couple?

According to the Thai law, every birth should be registered, regardless of the nationalities of parents. A birth certificate must be issued at the time of birth. If both parents are non-Thai citizens then the birth certificate will be marked as "not eligible for Thai nationality", if one of the parents is Thai citizen and the spouse is legally staying in the Kingdom, then the birth certificate will be marked as " Thai citizen", in this case the parents should register this birth to their respective district office within seven days after the birth. A 13 digit national I.D number will be issued after the addition in house registration, the child can obtain their first national ID card at the age of 7.
