Odds are you're not going to find either here. I've been here 3 years and I've never seen anything for it. I found some in Bahrain and Dubai when I went there over previous Eid breaks but it was minimal and hidden away. You're probably going to have to make it out of construction paper and art supplies like we used to do in elementary school. As for costumes good luck.

I bought Halloween stuff at the Daiso. Window stickers, little figures, some costume assortments.
