Chilean Driver's License for foreigners

Hi...

Currently I am in the process to collect all the information necessary for a foreigner to make a legal Chilean Driver's license. There are quite some Sites on the Internet covering that topic, however it is still not clear to me. I have the following questions and hope someone can answer me those.

1.)
I am a German citizen and will be arriving on a simple tourist stamp( no visa necessary) into my passport. From what I have been reading, it seems ok to get your RUT ID easily. Is that correct?

2.)
with the RUT ID I can obtain a legal driver's license. I am not talking about an international driver's license but a Chilean one that I can use overseas as well?

I actually have a full German driver's license but only valid for small trucks and cars. I like to pursue a motorbike license. Is that possible?

Hope someone has the right answers for me...
