Hey, I'm thinking of going to visit Cambodia next week. Would I have to withdraw all the money for that trip before leaving or could I use my Vietcombank card at select ATMs in the kingdom?

If you can "export currency", you can use your card(s) - (I think only prepaid - you pay like 500 USD in and you can withdraw than 500 USD-charges).
You can't use your normal Vietcombank card there (they are only national), at least an international bank card is required. You are not even really allowed, to take more than 7 000 00 vnd p/p in cash out of the country.
