Please be more specific about the fees that you are inquiring about. Are they college fees? Immigration fees?

I would advise you to check out if you are eligible and can apply for a Student visa This document is in Spanish, as will the courses offered, to further your education.
Note from the Embassy website:
*However, the visa does not guarantee entry to Costa Rica and, as in the United States, this depends on the immigration officer upon arrival.
