The website is very very interesting!!!

The Civic Guard arose in 1300 and is at rest since 1907.
In 2010 they blow new life in it.
With this the history of Amsterdam comes to life again.
Once a year they organize a fair and once in the five years a big fair. This year it will be a big event and this is what you talk about.

So to answer your question: this is indeed suitable as a touristic event and in my opinion an event you can not miss.
