I went to the immigration office here in Bien Hoa a week ago to get the paper work. I brought in all the paperwork, or thought I did. However, yesterday, there was this new guy that I haven't been dealing with (I went in early to get all of this over with as oppose to when I have been going in), and he said I don't have all the paperwork and sent me on my way. Now, I'm confused and doesn't know what to do.

What's the penalty for going over my 3 months? Should I just go to Cambodia or somewhere and come back? What's the cost for that?

This is the problem of Vietnamese officials!
Now they will ask you penalty for overstay. Better you should consult with some agents, who can make your paperwork fast. If we go directly, sure they will discourage by saying something until the visa finish!
Here we are helpless! They are "Kings"!

Since your date is now expired, I would not try to go to Cambodia at this point. But since you aslo gave them the data one week ago and now they come back telling you, that you need to do it again, I think it should be possible.

Most agent, if you are less than 10 days late, they will be able to still not fine you. It should cost an extra 30 usd for the late fees.

How do I know all these, I've been an Canadian expat living in Asia for 7 years, renewing my visa every 3 months. You could go to any travel agent in district one, Pham ngu Lao/ buu vein. They may try to charge you extra, bargain!
