Is it possible to apply for tourist visa and my Belgian friend will be my sponsor but he is married here in the Philippines. There would be a problem of that? Thanks!

Your Belgian friend has to get papers from the local office declaring he is sponsoring your trip (and also to show proof of income, etc in Belgium).. For that, he must be residing in Belgium IMHO..
