Open plot at Mumbai - Pune

If you are not an Indian citizen, it will not be possible for you to buy any open plat in the outskirts that has agricultural status which is 90% of them. Plus you will have to get RBI clearance in case you want to invest any money in to property in this country as a foreigner.
If you are an Indian citizen then RBI clearance is not required, but you will still need to yourself have Agriculturer status to buy Agriculture land or get the land converted into Non _Agricultural land and then buy it. You will have to tell the owner to convert the same before selling it to you, which means that the price will hike up.
To verify all documents and title deeds pertaining to the land, you will need to hire a lawyer.
