I want to know the procedure about how to get visit or permanent visa for my sister....I am an engineer but my profession is of Car Mechanic.I am from India

With that profession, it will be very difficult. You can try applying for a visit visa first through MOFA website and see the response. Permanent visa needs a lot of wasta and need to show that you are the only male provider / supporter for your sister / family.
