E Pass rejected

My EP application was rejected last week and appealed again last Thursday and also one week left.my appeal staus sill pending. how long it will take to get result from MOM?
( I have been working here more than 5 years. I have indian diplma and worked 4 years with work permit. moreover I did part time studies and I got specialist diploma certificate from singapore poly. so i have got oppurtunity to work with e pass last year. when they do renewal my pass was rejected and appeal aslo rejected.I got another opprutunity to work with another employer but when they apply e pass, mom rejected my pass. now i got better opportunity but again mom rejected my pass. they have re appealed again. the status still pending for a week. what could be the reason.

EP requires a (recognised by MoM) university degree.
With just a diploma, you can only get S-Pass.
But to get that, you (plus your employer and job) have to fulfill various other criteria. Without knowing the rejection criteria in your case, it is difficult to advise.
The criteria have also been tightened over the last two years (and will be tightened further), so having a WP or EP in the past does not help.
Since you have been rejected so many times now, I think you should make plans to move elsewhere.

Edited to add: Due to too many abusers in the past, Indian applicants for EP are currently rejected much more often than other ethnicities. Sorry!

Recognized degree from MOM is not necessary. Please read below this from MOM:

Note:
MOM does not have a list of approved institutions.Possessing an acceptable qualification does not automatically guarantee a successful Employment Pass application, as the applicant may need to satisfy other criteria, such as qualifying salary or professional skills.

Similarly, applicants who do not possess an acceptable qualification may not necessarily be rejected for Employment Pass. MOM will consider, on a case-by-case basis, applicants with proven track records and exceptional skills-set, but who may not have the qualifications required by the enhanced Employment Pass framework.

To assess if you are eligible for an Employment Pass, please use the Employment Pass/S Pass Self-Assessment Tool.

This only means they keep a back door open for special cases (e.g. famous artists, or foreign CEOs without degree who want to move there business here), but for normal applicants the requirements for a recognised degree is still valid.
MoM does not have its own list of recognised institutions any more, but relies on independent rankings now. Many Indian universities (and all part-time degrees) are not eligible.

when I do self assesment it's shows im eligible to apply ep pass but why it's rejected?. now my salary is 4500

I understand what you have pointed out but self-assessment tool shows the eligibility for EP and S without degree however, lots of experience with high salary required.

big company or small company? like a local or Global
As I know Indians and Chinese people are very difficult to be approved unfortunately from MOM.

With a basic salary above S$8000/month, no degree is required any more (EP P1).
(This will be increased starting from July - the new threshold is not yet publicised.)
With lower salary, you have to be very special (and desirable for Singapore) to get an EP without degree.
S-Pass can be issued with diploma or similar technical certificate and salary between S$2000 (also soon to be raised) and an unpublished (and soft) upper range of approx. S$4000/month.

hi!! i've actually been in and out of sg before because my husband used to work there.. While there, I've also tried my luck applying as a nurse. Unfortunately, employers can only seem to employ applicants who have sg nurse license and SNB would only allow applicants to take the exam if they have an employer. So I tried applying into several recruitment agencies and even applied personally through walk-ins but without luck I failed to do so. Until I've come acrosa with this so called real estate agency in 2011, upon interview they sais that i am already hired as a telemarketer however i would need to attend this seminar/training that they are giving for  a fee of 150sg$. They said that this ia necessary for me since i don't have any background in real estate. I was so adamant to just be working in sg so i could be with my husband that I agreed ti the said training.. so after doing the training, they said that I was already keyed in for epass and gave me my ref. no... after 2 wiks i was informed that my aoplication was rejected because of insufficient qualification which was true as i checked via MOM portal. my question ua is.. do you think MOM would still have a record of my application since 2 yrs. has already lapsed?
I am planning to try applying again but this time on a accredited recruitment agency here in the philippines so that I could avoid being scammed. I'm frightened that this will have a bearing on my future application

I have specialist diploma in network security(from singapore poly) and diploma in electrical & electronics engg(indian diploma)  certs. I have IT system Admin 5 years experience in singapore and 1 year experience in inda. my IT concultancy have some brances in other contries too and they have morethan 1000 employees.

Agencies also cannot apply for work passes, only the employer can. MoM does not entertain or work with agencies.

*** Unfortunately it was the employer/company itself who screwed me. For the amount of $150 they scammed the hell out of me (according to them its for the training needed as attachment for MOM application), they promised me a job with their company. However upon receiving the result from MOM, which of course was rejected I've learned that they wrote assistant manager for the position I was applying for. It was of course not suitable bearing my background.

Of course I have a recognized degree in Bachelor of Science in Nursing and I'm a Philippine Registered Nurse. I don't think my degree is the problem here but the system. With my experience in applying for jobs related to my degree in SG I have learned that they don't accept applicants who isn't a Singapore registered nurse and I can't apply for a license with SNB without an employer. So there's a dilemma there.

3. I'm NOT working as a nurse now. I'm working as a call center agent while studying a new degree in Business Management. I have learned that its easier to acquire a job in SG in fields not related to medical as they don't require registration to any institution. I hope that after graduating, my work as a call center agent and my degree in management will be beneficial for me in trying out my luck again in SG.I have very much fallen in love with the country. =) Hopefully, MOM will be more lenient that time.. =)

1. Your employer could indicate on the EP application that he'd consider an S-Pass if the EP is rejected. Since S-Pass costs them a monthly levy and requires the employer to have sufficient foreigner quota, many employers are not willing to do that.
If they indicated that S-Pass is not an option, you cannot apply for it.
2. Your employer should try to find out why your application was rejected. There are many possible reasons and sometimes a call or meeting at MoM will help. Without knowing the reason, nobody can tell if you can ever get an EP.
I assume you have already checked that your degree is recognized by MoM?

Without a university degree, you need a fairly high-level position and earn above S$12000/month to get an EP.
In all other cases, you can apply for an S-Pass instead.

I have filipino housemates who are nurses here in Singapore. They dont advice to get an agency here, there's a lot of agency in the Philipppines who can help you, just be careful.

What do you mean by “can apply for E pass”? It's the employer who wants to hire you, can apply your employment pass, based on your education, experience, salary etc, you will be awarded the working pass by MoM.

You only can apply Personal EP after you worked here at least for 1year, if your basic salary is above S$144k per annum.

A diploma certified employee is almost unlikely to get an EP (read the details above mentioned by Beppi).

But as i know most of the job agents doesnt like to apply for S pass..because they have to pay additional amount for goverment. Its true right?

Yes, S-Pass employees incur a levy. But It's not a choice: jobs and applicants are usually either S-Pass or EP eligible.

To get an EP you must have a recognised degree or higher educational background, job must be at high demand professionally, and salary should be higher than $3.6k or above (for 5 to 6 yrs experiences, salary should be around range of $6k or above) to get eligible for applying an EP.

Now a days to get an EP is more difficult, many instances who had earlier EP, now are offered S pass. So, in your case it's unlikely to eligible for EP, unless your salary and education matches the requirements. Good luck

The salary matters for ALL work passes. Just for S-Pass (and the associated lower level jobs) the thresholds are lower.

I think its quite clear, the SAT will tell you if you qualify for what. Your chances to get approved, if you pass the SAT, is 90%.
Be aware that the "experience" must be relevant to the job position, it means that if you was selling ice creams for 5 years, and then now you are repairing cars.. that experience is not relevant .. so it can't be counted.
The requirements for non diploma/ or non degree are for niche industries, high salaries and strong work experience. If you have 10 years experience in IT Security, no degree, and your salary is 10K, probably you'll get the EP in Singapore.. (and probably anywhere else in the world).

I have no statistics to back it up, but my gut feeling is that the percentage is far lower.

The rest of your post is spot on, though - except that the salary threshold for getting an EP without recognised university degree is S$12000/month or higher.

Agreed with Beppi. SAT score is the eligibility criteria to apply EP or S pass or both, it has nothing to do with your approval rate. Last year alone only 72% EP applications were successful (published in April edition Strait Times), which means 28% who had eligibility didn't get through. It had also mentioned that it includes those EP applications were awarded  S passes (means those applications had eligibility to apply both EP and S pass). So, the overall percentage must be less than 70%.

In IT industry, majority jobs (Singapore is a financial hub, so most of jobs in IT are supporting roles to the banking or financial markets core business), hence MoM looks into aspects of job roles in this area. Last year alone Barclays, RBS, ANZ and many other leading banks reduced large number of IT staffs here. So, without a degree in IT to get an EP is not realistic at present environment, unless the employee's past job experiences are in high demand and salary is significantly higher (like Beppi said above $12k - may be few handfuls in Singapore who are under graduate but earn that much salary in present market), MoM might have awarded an EP (For Malaysians, this wont be an issue as they get much more relaxation in education & salary matters).
