One great possibility to meet expats ( not only in cebu, but worldwide !!)
is through the Hash House Harriers.

Although spread worldwide, i just post the Cebu link:

Most info is in there, briefly said it is a great way to meet other expats, mainly professionals and still working lads.

of course also open to locals.
