What you experience is very common here, except when you have special engineering skills. I can only advise to work your Norwegian and afterward only present yourself, resume included, in Norwegian, even if you make mistakes when speaking. A bad command of Norwegian is not so much frown upon.

Go to "Ledige stillinger" or "Jobb" on them to do a keyword search - I recommend that you also search for English-speaking jobs and if you have other language skills then type them in including Italian or your mother tungue to see if there are any job descriptions - try to type in "Callcenter" " English-speaking" and so on.

I also recommend you perhaps try in a couple of immigrant-owned shops as they might be more relaxed with the Norwegian language skills requirements.

You could also apply for a university course - it is free in Norway and there are a couple of English taught courses out there too.
