Lost Passport! How to get VISA on a re-issued passport?

I had recently lost my passport in Brussels and I finally got the passports re-issued from the Embassy of India. However, my next concern is getting the VISA re-issued, as the new passport doesn't bear the same. Could somebody please help me with the next steps over how to get the duplicate VISA redone here in Belgium?
