can my husband apply for family visa while i am here for visiting

hi.. im here in riyadh in visiting visa.i will go back to india in april. My question is mt husband wanted to apply for my visa in february before me goin. My husband doesnt have his degree certificate due to some problems. So how much money should we spent on it? What are the formalities?

As far as I know degree is required for permanent visa. A friend had a mismatch btw his Iqama prefession and his degree and he was told tht he can only call his family on visit visa and not permanent visa.
Having said tht u can check with a good Indian agent for such work / advice..
