you have to check housing part , also you can put an AD over there , hope you find it , maybe a room from a flat would be fine

you can only accomodate in a hostel or you can find apart hotels...

You may find some hostel and small hotels around Sultanahmet-Blue Mosque area, for kitchen not sure.

your best bet for 400 would be to share a room or apt. with someone , or else , it will be a bad location for 400 single occupancy . .. .
