Need advice re overstaying

i have a friend who got terminated sometime 2010.  he has a loan from an international bank and got a police case, on top of it, his former company filed an absconding case against him at Tecom because they couldnt cancel him since he has a police case and they will be penalized by Tecom.  he was put in jail and was given 43 days to stay for the bank case.  now the case is over but he is still in jail because the officer said he has to pay roughly around 12-15 thousand dirhams for the overstaying.  the old company removed the absconding case at tecom.  he asked me to get info regarding his situation, what are his options?  he's still in jail right now in Awir.  he doesnt have a bank case anymore.   what will i do to help him?  please advise.  thank you very much.
